Why a minimum cannot be split
A minimum is not a total order size. It is the quantity that makes one fragrance in one bottle model viable to batch, fill and pack. Three bottle models in the same fragrance count as three separate minimums, and three fragrances in one bottle model count as three separate minimums. A range of three scents in one 50 ml bottle is therefore 3,000 units of perfume, not 1,000.
The reason is fixed cost rather than policy. Fragrance batching, filling line changeover and packaging print runs each carry a setup that does not shrink with quantity. Below the minimum, the per-unit price rises to a level that does not work commercially for either side.

Production time starts when every approval is closed: fragrance, bottle and closure, packaging specification and print artwork. A custom mould, a bespoke closure or fully custom packaging extends the schedule, and the revised date is confirmed with the quotation.
Transport classification
Alcohol-based perfume and cologne travel as dangerous goods under UN 1266. This affects shipping mode, packing and cost, and it is planned with the route rather than after it. Alcohol-free roll-on perfume oil is not classified as dangerous goods.
